- Gradually combine dry ingredients with wet ingredients until a smooth dough forms.
- Wrap dough in plastic wrap and chill for at least 2 hours.
- Preheat oven to 350°F (175°C). Roll out dough to ¼ inch thick and cut into desired shapes.
- Bake on parchment-lined sheets for 8-10 minutes until edges are firm. Cool completely.
- Make royal icing by whisking egg whites to frothy and gradually adding powdered sugar until stiff peaks form. Decorate cooled cookies as desired.
